New Delhi: The University Grants Commission (UGC) has approved a draft set of guidelines for institutional leadership development in higher education institutions (HEIs). Drawing inspiration from traditional Indian wisdom, the draft focuses on nurturing leadership in academic institutions through the concepts of kaal, sthan, and patra (time, era/context, and the actor).

Key Points:

  • Holistic Leadership Development: The guidelines emphasize the importance of both personal and institutional development for effective leadership in HEIs.
  • Balancing Administrative and Academic Responsibilities: Leaders must effectively balance administrative tasks with promoting innovation, inclusivity, and industry collaboration.
  • Tailored Leadership Programs: Institutions are encouraged to develop leadership programs that address local and national challenges, focusing on skill development, strategic visioning, and adaptive leadership.
  • Alignment with National Education Policy: The effort is in line with the National Education Policy, 2020, which highlights the need to prepare faculty for leadership roles in the evolving higher education landscape.
  • Focus on Multidisciplinary Approaches and Autonomy: The guidelines emphasize the importance of preparing academic leaders for new educational structures, such as multidisciplinary approaches, autonomy, and the introduction of an academic bank of credits.
  • Personal and Institutional Development: The guidelines stress the importance of both personal and institutional development to foster effective leadership.

The UGC Chairman, M. Jagadesh Kumar, emphasized the significance of nurturing and promoting leadership within HEIs. He added that the draft offers a comprehensive framework to develop the next generation of academic leaders.
